Bitdefender Premium VPN is the standalone VPN product from Bitdefender, the Romanian cybersecurity company better known for its antivirus and endpoint suites. The important structural fact — and the one that shapes everything else — is that Bitdefender does not run its own VPN network. The infrastructure and data processing are handled by Pango Inc., the company formerly known as AnchorFree and the operator behind Hotspot Shield. Bitdefender is effectively branding a Partner VPN platform built on Pango's Catapult Hydra protocol.

On jurisdiction, Bitdefender sits in Romania (RO), which we classify as Tier 2 — outside the 5/9/14 Eyes alliances and generally regarded as privacy-friendly. But the jurisdiction reality is split: the corporate brand is Romanian while the actual traffic runs through Pango, a US-based operator. Anyone assessing legal exposure should weigh both layers, not just the Bitdefender name.

The documents are reassuring on logging, with one caveat about scope. Aon Cyber Solutions audited Pango's Catapult Hydra code and Partner VPN platform in November 2022 (published 2023), confirming no activity or connection logs. That audit covers the upstream Pango platform — not Bitdefender's own operations directly. The product also ships a documented no-logs policy, a kill switch, and a 30-day money-back guarantee.
